Sino-North Korea trade values jumped during the 2000s, and China became North Korea's largest trade partner. China's FDI in North Korea began to increase abruptly since the late 2000s. The mining sector led China's investment in and import from North Korea. Although China has dominated any other country in FDI inflows and international trade with North Korea, the former's contribution to the economic development of the latter has not been so substantial in the light of the composition of international trade and FDI inflows. To materialise the potential of Sino-North Korea trade and Chinese firms' investment in North Korea further, it is essential to improve North Korea's diplomatic relationship with China. This paper analyzes the approaches taken during the developmental processes of the automobile industries in Romania and Korea. This paper identifies the causes of their rapid growth and compares the experiences of the two nations particularly with respect to the approaches they took during the developmental stages of their automobile industries. Automobile industries in these two countries, Dacia and Hyundai in particular, contributed to economic growth in terms of employment, income generation and development of advanced technologies via the linkage effect. The Chinese government welcomed foreign automobile companies to form joint ventures. The local automobile companies began to enter the market in the late 1990s. To compete with the foreign rivals, they needed to acquire advanced technologies. Meanwhile, technology transfer through foreign direct investment (FDI) inflows was not so successful. Some of the local automobile producers developed their technologies through FDI outflows. The large local automobile producers have paid much attention to their own research and development (R&D) activities. China has tried hard to build its human capital. Acquiring intellectual property rights from foreign manufacturers has been another way for the local producers to acquire advanced technologies. They have also tried to establish partnerships with the local technology groups. Rejecting the Washington Consensus - based reform, Belarus experienced a quick recovery during the 1990s and rapid economic growth during the early to mid-2000s. The government took various policy measures to ensure the structure of a centrally planned economy. These measures included price control, emphasis on the large state-owned enterprises, restrictions on foreign direct investment (FDI) inflows, and tariff protection. Facing limits to economic growth since the late 2000s, the government has undertaken liberalization measures including price decontrol, promotion of small and medium-sized enterprises, derestriction of FDI inflows, and trade liberalization. In the meantime, realizing the role of industrialization, it placed an emphasis on development of the manufacturing sector by lowering tariff rates imposed on capital goods. The estimation results indicate that grants have a positive and statistically significant effect on economic growth, while loans have a negative but insignificant effect on it. When we break down the panel data into Low Income Countries (LICs) and Middle Income Countries (MICs) in order to gain further insight, grants have been effective in spurring growth in both LICs and MICs, while loans have had positive and significant impact on economic growth in neither LICs nor MICs. Accordingly, the main findings of this study provide a consistent evidence in support of the grants-effectiveness on growth in both MICs and LICs, contrary to the ineffectiveness of loans. Using time series data over the period 1982–2010, this paper applies smallsample cointegration tests, OLS and GMM estimations, and Granger causality tests to reveal the determinants of China’s rapid economic growth. We find that the government’s R&D expenditures have had a positive effect on and causes economic growth in the Granger sense. In contrast, investment, the trade dependence ratio, and the inflation rate have not caused economic growth. Specifically, we test whether R&D expenditure has a positive and significant effect on the economic growth. Research design, data, and methodology – We hypothesize that R&D expenditure has a positive effect on the economic growth after adding control variables in the growth equation. Korean annual data from 1963 to 2011 from Science and Technology Annual of the Ministry of Education, Science and Technology, the Bank of Korea, etc. are used. We estimate the growth equation by GMM in addition to OLS. Results – We found that R&D expenditure has a positive and significant effect on the economic growth after adding the ratio of investment to GDP, the ratio of FDI to GDP, the ratio of government expenditure to GDP, inflation and the ratio of trade openness to GDP as control variables in the growth equation. Conclusions – Our results show that Korea’s rapid economic growth for the past five decades can be explained by the R&D-based endogenous economic growth theory.
