‘필리핀 가사관리사 시범사업, 무엇이 문제인가’ 주제로
한국 사회 저출산 해법으로 제시된 필리핀 가사관리사 사업 논란 조명
아시아여성학센터(소장 이은아)는 12월 7일(토) 오후 1시 국제교육관 LG컨벤션홀에서 ‘필리핀 가사관리사 시범사업, 무엇이 문제인가’를 주제로 국제학술대회를 개최했다.
이번 학술대회는 올해 뜨거운 화제를 불러 모은 필리핀 가사관리사 시범사업을 둘러싼 사회적 논란을 짚어보고 이주, 돌봄, 노동 담론에 대한 한국사회 페미니즘 논의를 확장하기 위해 마련됐다. 행사는 아시아여성학센터 <인종과 젠더> 사업단(연구책임자 김선혜) 주관으로 진행되며 학계, 정책현장, 시민사회 관계자 등이 참석한 가운데 진행됐다.
지난 20여 년 간 한국 사회에서 돌봄 노동의 구조는 인구 변화와 맞물려 빠르게 재편되고 있다. 특히 고용노동부와 서울시가 저출산 문제를 해결하기 위한 방안으로 지난 9월부터 시행한 ‘필리핀 가사관리사’ 시범사업은 많은 사회적 논란을 일으키고 있다. 국내 처음으로 도입된 제도인 만큼 겉으로 불거진 무단이탈과 최저임금 문제뿐만 아니라 이민과 돌봄, 노동 담론을 둘러싼 이슈도 진행형이다.
이주 돌봄 노동의 문제는 젠더, 인종, 탈식민주의가 복잡하게 얽힌 다층적인 문제임에도 불구하고, 한국 페미니즘 담론에서 이러한 교차적 억압의 문제가 충분히 조명되지 않은 측면이 있다. 전 세계적으로 돌봄 노동은 오랜 기간 유색인종 여성에게 전가되어 왔으며, 이는 글로벌 북반구와 남반구 사이의 불평등과 위계질서를 강화하는 기제로 작용해 왔다. 한국 사회 역시 이러한 구조적 문제에서 결코 예외가 아니란 점을 이번 필리핀 가사관리사 시범사업을 통해서도 알 수 있다.
이번 학술대회에서는 한국을 비롯해 미국, 홍콩, 필리핀의 저명한 석학과 활동가를 초청해 여성의 초국적 이주돌봄 노동의 문제를 한국적 맥락에서 새로운 논의가 진행됐다. 패널 발표에서는 안나 로미나 게바라(Anna Romina Guevarra) 미국 일리노이대 시카고캠퍼스 글로벌 아시아 연구센터 교수가 ‘돌봄사슬 해체와 급진적 페미니스트 연대 구축’을 주제로 발표했으며, 이어 학제간 디자인 연구자(Interdisciplinary Design Researcher)인 에블린 쿽(Evelyn Kwok) 前 홍콩침례대 연구조교수가 ‘공간적 행위성과 일·점유: 홍콩의 이주가사노동자’를 주제로, 노엘 레슬리 델라 크루즈(Noelle Leslie Dela Cruz) 필리핀 마닐라 드라살대 철학과 교수가 ‘신자유주의 초국적 돌봄 체제에 대한 필리핀 페미니스트 비판’을 주제로 발표했다. 마지막 세션인 라운드 테이블에서는 최영미 한국노총 가사·돌봄유니온 위원장, 김혜정 한국이주여성인권센터 사무처장, 김현미 연세대 교수, 장주영 이민정책연구원 연구위원이 발표자로 나섰다.
아시아여성학센터는 필리핀 이주 돌봄 노동을 중심으로 그 역사적 맥락과 현실을 심층적으로 분석하는 자리로서 이번 국제학술대회를 마련했다. 글로벌 돌봄 사슬이 필리핀 여성들과 그 사회에 미친 구조적 영향을 조명하며, 젠더와 인종이 교차하는 비판적 정치 기획으로서 돌봄 논의를 재구성했다. 이를 통해 한국 페미니즘이 교차적 억압에 대해 보다 급진적이고 실질적인 대응을 마련하기 위한 중요한 과제를 도출하는 계기가 됐다.

Examining the Controversies Over a Proposed Solution to South Korea’s Low Fertility Rate Issue
On Saturday, December 7, the Asian Center for Women’s Studies (Director: Lee Eun-ah) hosted an international conference titled ‘What’s Wrong with the Philippine Domestic Helper Pilot Program?’ at the LG Convention Hall, Ewha Womans University’s International Education Building.
The conference was organized to address the social controversies surrounding the Philippine Domestic Helper Pilot Program, a hotly debated issue in South Korea this year, and to expand feminist discussions on migration, care, and labor in Korean society. The event was led by the research team (Principal Researcher: Kim Sun-hye) at the Asian Center for Women’s Studies and brought together academics, policymakers, and civil society representatives.
Over the past two decades, the structure of care labor in South Korea has undergone rapid transformation in tandem with demographic changes. Notably, the Philippine Domestic Helper Pilot Program, introduced by the Ministry of Employment and Labor and the Seoul Metropolitan Government in September as a strategy to address the country’s low birthrate, has sparked widespread societal debate. As a groundbreaking initiative, the program has revealed not only immediate issues such as unauthorized worker absences and minimum wage disputes but also ongoing concerns about migration, care, and labor discourses.
The issues surrounding migrant care labor are multilayered, entangled with gender, race, and postcolonialism. However, these intersecting oppressions have been insufficiently explored within South Korean feminist discourse. Globally, care labor has long been relegated to women of color, reinforcing inequalities and hierarchies between the Global North and South. South Korea is no exception, as shown by the structural issues highlighted by the Philippine Domestic Helper Pilot Program.
Prominent scholars and activists from South Korea, the United States, Hong Kong, and the Philippines participated in this conference to explore the challenges of transnational care labor within the Korean context. Anna Romina Guevarra from the University of Illinois Chicago, Global Asian Studies Program, gave a lecture on ‘Dismantling the Care Chain and Building Radical Feminist Solidarity’, followed by Evelyn Kwok, Interdisciplinary Design Researcher and former research associate at Hong Kong Baptist University, on ‘Spatial Agency and Labor Occupancy: Migrant Domestic Workers in Hong Kong’, Noelle Leslie Dela Cruz from De La Salle University Manila, Department of Philosophy, on ‘Philippine Feminist Critiques of Neoliberal Transnational Care Regimes’. The final session featured a roundtable discussion with Choi Young-mi (Chair of the Korean Confederation of Trade Unions’ Care Workers Union), Kim Hye-jung (Executive Director of the Korean Migrant Women’s Human Rights Center), Kim Hyun-mi (Professor at Yonsei University), Chang Joo-young (Research Fellow at the Migration Research and Training Centre).
The Asian Center for Women’s Studies aimed to use this international conference to critically analyze the historical and present realities of Philippine migrant care labor. By shedding light on the structural impacts of global care chains on Filipino women and their communities, the event restructured care labor discussions as a critical political initiative at the intersection of gender and race. It also highlighted the urgent need for South Korean feminism to adopt more radical and practical responses to intersectional oppression.
