조원혁 교수는 현재 이화여자대학교 행정학과 부교수로 재직 중이며 디지털정부, 공공인사관리, 성과관리, 시민참여 분야를 중심으로 연구와 교육활동을 수행하고 있다. 서울대학교 외교학과에서 학사학위를, 행정대학원에서 행정학 석사 및 박사학위를 취득하였다. 2016년부터 2025년까지 뉴질랜드 웰링턴 빅토리아대학교(Victoria University of Wellington)에서 부교수(Senior Lecturer)로 재직하였고, 2014년부터 2016년까지는 미국 캔자스대학교(University of Kansas)에서 박사후연구원으로 근무하였다. 주요 연구 성과는 J-PART, PAR, GIQ 등 국내외 주요 학술지에 게재되었다. 현재 Public Administration, Asia Pacific Journal of Public Administration의 편집위원으로 활동하고 있으며 International Review of Public Administration의 리뷰 에디터이다. Public Personnel Management 최우수논문상(2023)과 한국행정연구원 우수논문상(2020)을 수상하였다. 뉴질랜드 공영방송인 TVNZ와 Radio New Zealand, 한국의 Arirang TV News 등 국내외 주요 언론에 출연해 공공정책 분야의 연구 성과를 공공 담론으로 확장해 왔으며, 정책 현장에 적용 가능한 시사점을 제언해 왔다.
