Dr Wonhyuk Cho is an Associate Professor in the Department of Public Administration at Ewha Womans University. His research interests include human resource management (HRM), digital government, performance management, law enforcement organisations, and Asian public policy. His research has been published in leading international journals such as Journal of Public Administration Research and Theory (JPART), Public Administration Review, Government Information Quarterly, Policy & Internet, Review of Public Personnel Administration, Urban Affairs Review, and Local Government Studies. He has also led and contributed to research projects funded by public and non-profit institutions in the United States, New Zealand, Thailand and South Korea.
Wonhyuk currently serves on the editorial boards of Public Administration, the Asia Pacific Journal of Public Administration, and the Korean Journal of Public Administration, and as a review editor for the International Review of Public Administration. His work has been recognised with the Best Article Award from Public Personnel Management (2023) and the Best Paper Award from the Korea Institute of Public Administration (2020).
Wonhyuk earned his BA in Political Science (International Relations) and his MA and PhD in Public Administration from Seoul National University. Prior to joining Ewha in 2025, Wonhyuk served as a Senior Lecturer at Victoria University of Wellington, New Zealand (2016–2025), and as a Post-Doctoral Research Associate at the University of Kansas, United States (2014–2016).
